{"id":24470,"date":"2018-03-07T10:20:26","date_gmt":"2026-03-11T22:33:35","guid":{"rendered":""},"modified":"2026-03-11T23:33:35","modified_gmt":"2026-03-11T22:33:35","slug":"training-reform-future","status":"publish","type":"post","link":"https:\/\/www.boostrh.com\/en\/training-reform-future\/","title":{"rendered":"What Training Reform for the Future?"},"content":{"rendered":"<h2><span style=\"color: #00aae8\">Training Management in Full Transformation<\/span><\/h2>\n<p>On March 5th, <strong>Muriel P\u00e9nicaud,<\/strong> Minister of Labor, announced a profound transformation of <strong>professional training,<\/strong> a transformation she hopes will be &#8220;<em>useful and long-awaited<\/em>&#8220;.<\/p>\n<h3 data-scrollreveal=\"enter bottom 3s move 30px over 2.5s\" data-sr-init=\"true\" data-sr-complete=\"true\"><span style=\"color: #00aae8\">A CPF Denominated in Euros<\/span><\/h3>\n<p>Today, the &#8220;big bang&#8221; of <strong>professional training<\/strong> proposes <strong>the monetization of hours<\/strong> in the <strong>Personal Training Account<\/strong> (<strong>CPF<\/strong>), in order to make the system more concrete, readable and above all fairer. The <strong>CPF<\/strong> will now be funded in euros rather than hours. Active workers will accumulate up to \u20ac500 per year, capped at \u20ac5,000 over ten years. Less qualified workers will accumulate up to \u20ac800 per year, capped at \u20ac8,000 over ten years.<\/p>\n<h3><span style=\"color: #00aae8\">The Creation of a National Regulatory Agency<\/span><\/h3>\n<p><strong>A national agency, France Comp\u00e9tences,<\/strong> will be created to bring together the functions of the Joint Fund for Career Path Security (FPSPP), the National Employment, Training and Professional Guidance Council (Cnefop), and the National Joint Interprofessional Committee for Employment and Professional Training (Copanef) into a single institution. Simplification will involve having URSSAF collect contributions, thereby reducing the administrative burden on companies. &#8220;<em>The added value of joint organizations is not in collecting funds but in anticipating training needs and building training plans<\/em>,&#8221; the Minister announced. These organizations will need to be a true <strong>&#8220;<\/strong>local service&#8221; for companies.<\/p>\n<p>This reform also provides for greater freedom in pedagogical innovation. Completion of a <strong>MOOC<\/strong> will be recognized, and it will now be possible to train entirely online. Furthermore, training organizations will need to be certified by the <strong>National Agency France Comp\u00e9tences<\/strong> to work with public funds.<\/p>\n<h3 data-scrollreveal=\"enter bottom 3s move 30px over 2.5s\" data-sr-init=\"true\" data-sr-complete=\"true\"><span style=\"color: #00aae8\">New Role for OPCAs<\/span><\/h3>\n<p>The <strong>Authorized Joint Collection Organizations (OPCAs)<\/strong> will no longer determine training coverage rates, nor will they collect contributions paid by companies. Their mission will now be to support companies and assist them in managing <strong>skills and employability<\/strong> of their employees. The role of <strong>OPCAs<\/strong> is therefore entirely transformed, making them <strong>Skills Operators<\/strong>.<\/p>\n<p>This change in <strong>OPCA<\/strong> missions aims to open up access to <strong>professional training<\/strong>. <strong>Muriel P\u00e9nicaud<\/strong> wants individuals to choose and pay for their training themselves directly, through their <strong>CPF<\/strong>, which they will access via a mobile application.<\/p>\n<h3 data-scrollreveal=\"enter bottom 3s move 30px over 2.5s\" data-sr-init=\"true\" data-sr-complete=\"true\"><span style=\"color: #00aae8\">Implementation Date of This Reform<\/span><\/h3>\n<p>This reform should be applicable after the reform bill passes through Parliament at the end of April, and after the final adjustments resulting from March negotiations.<\/p>\n<p>Nevertheless, the implementation of this reform will be gradual, with Skills Operators required to be operational by September 1, 2018.<\/p>\n<p>Discover
